He completely misses the point that cities do not have any place entering into consumer industries like internet access. Where would it stop? Wi-Fi, then VOIP, then fixed line telephone service, then state-wide offered cellular.
Most cities cannot fulfill their current promises to residents. They should not be entering into fast moving technologies that they don’t understand and will cost them hundreds of millions of dollars.
